NJ Transit must expand Access Link paratransit service to cover all Veterans Health Administration facilities in New Jersey, even if located outside the standard service area required by the Americans with Disabilities Act

The expanded service area includes destinations within a 1.5-mile radius of each veterans health care facility and within 1.5 miles on each side of the most direct route connecting the facility to NJ Transit's nearest bus route or light rail station

NJ Transit is prohibited from entering or extending contracts with paratransit service providers unless those contracts comply with the expanded coverage requirements

The bill appropriates $1,000,000 from the General Fund to NJ Transit to cover implementation costs

Service area expansion takes effect on the first day of the third month following enactment, while contract requirements apply only to agreements executed after the bill becomes law
