Establishes a 17-member Elementary Student Literacy Task Force to assess reading levels of public elementary school students and identify best practices to help all students read at or above grade level

Task force members include the Commissioner of Education, legislative appointees with literacy expertise, and 12 Governor appointees representing superintendents, principals, teachers, education unions, and school associations

Task force must examine current student reading data, analyze scientifically-backed intervention techniques, research promising national literacy programs, and study practices for students with reading disabilities

Requires identification of professional development options for teachers and recommendations for promoting family engagement in reading

Task force must organize within 90 days of the act's effective date and issue a final report with recommendations to the Governor and Legislature within one year, expiring 30 days after the report is issued
