Requires all health insurance plans in New Jersey to cover medical expenses for diapers when a pediatrician or other medical doctor determines they are medically necessary

Applies to hospital service corporations, medical service corporations, health service corporations, individual and group health insurance policies, small employer health benefits plans, and health maintenance organizations

Prohibits insurers from imposing prior authorization or other utilization management requirements for medically necessary diaper coverage

Mandates the State Health Benefits Commission and School Employees' Health Benefits Commission to include this coverage in contracts they purchase

Takes effect 90 days after enactment and applies to contracts delivered, issued, executed, or renewed after the effective date
