Allows licensed cosmetic retail establishments to have one workstation per 750 square feet of retail space, with only one workstation permitted to use mechanical or electrical appliances for facial treatments

Requires cosmetic retail service establishments to meet specific facility requirements including ADA compliance, a lavatory, sink with hot and cold water, ultrasonic cleaning unit, and proper storage containers for linens and implements

Mandates that cosmetic retail services be performed by licensed skin care specialists and that establishments employ an experienced practicing licensee (cosmetologist-hairstylist, beautician, or skin care specialist with three years of experience) to oversee management

Specifies that obtaining a limited cosmetic retail service license does not change an establishment's pre-existing use and occupancy classification under the New Jersey Uniform Construction Code
