Expands New Jersey's Tuition Aid Grant (TAG) program to cover workforce training programs in addition to traditional degree-granting institutions

Requires the Higher Education Student Assistance Authority to designate eligible workforce training programs based on current and projected critical workforce shortages in the state

Establishes minimum eligibility requirements for workforce training programs: at least 150 hours of classroom instruction, an industry-valued or employer-valued credential, and minimum 70% completion and job placement rates

Extends grant eligibility to full-time postsecondary students enrolled in programs leading to a credential (not just degrees or certificates)

Requires participating workforce training programs to annually report quantitative indicators of program success to the authority, which will be posted publicly on the authority's website
