Defines "intoxicating hemp product" as hemp-derived products exceeding 0.5 milligrams of total THC per serving or 2.5 milligrams per package, and restricts sales to licensed cannabis establishments or approved alcohol license holders only

Prohibits sale of hemp products or cannabis items not derived from naturally occurring biologically active chemical constituents, and bans sales of THC-containing products to anyone under 21 years of age

Allows holders of plenary wholesale or retail distribution alcohol licenses to sell intoxicating hemp beverages after obtaining Cannabis Regulatory Commission approval and complying with cannabis tax requirements

Establishes civil penalties starting at $100 for first violations, $1,000 for second violations, and $10,000 for third and subsequent violations, with businesses committing three or more violations within one year deemed a public nuisance subject to closure

Requires the Cannabis Regulatory Commission to adopt implementing regulations within 180 days and develop a public education program for businesses on compliance requirements
