Allows 16 and 17-year-olds who are U.S. citizens and have resided in a school district for at least 30 days to vote in local school board elections only

Directs the Secretary of State to create a separate registration form and process for 16 and 17-year-old voters, designed to conform as closely as possible to the standard voter registration system

Requires the Secretary of State to establish identity verification methods for these young voters and design paper ballots specifically for school board elections

Explicitly prohibits 16 and 17-year-olds from voting in any election other than school board elections in their district of residence

Takes effect on January 1 following enactment, with no action required from school boards or municipalities to implement
