Requires all health insurance carriers in New Jersey—including hospital, medical and health service corporations, commercial insurers, HMOs, and state employee health benefit programs—to cover student enrollment in recovery high school alternative education programs

Coverage is mandated only when placement is determined clinically appropriate by a certified alcohol and drug counselor, licensed clinical alcohol and drug counselor, treating physician, treatment facility, or district student assistance counselor

Clinical appropriateness must be assessed using substance use disorder or dependency criteria as defined by the most recent Diagnostic and Statistical Manual of Mental Disorders (DSM)

Recovery high schools provide comprehensive four-year education in alternative public school settings combined with structured recovery plans aligned with national evidence-based practices for students with diagnosed substance use disorders

Takes effect 60 days after enactment and applies to all insurance contracts and policies delivered, issued, executed, or renewed on or after that date
