Establishes a two-year pilot program to recruit, train, and retain registered nurses, licensed practical nurses, certified nurse assistants, and other health care professionals at New Jersey's three veterans memorial homes in Menlo Park, Paramus, and Vineland

Creates a clinical scholarship program providing up to $7,500 per semester for current employees pursuing nursing diplomas or degrees, with recipients required to work at veterans homes for two years after completion or face graduated repayment (100% if leaving within 6 months, down to 25% if leaving after 18-23 months)

Establishes recruitment bonuses of up to $6,000 per registered nurse or licensed practical nurse hired, payable in equal installments over two years, with a minimum of six nurses to be recruited across the three facilities

Requires mandatory specialized training programs for health care personnel covering infection control, geriatric care, PTSD management, and trauma-informed care for veterans

Appropriates $370,000 from the Workforce Development Partnership Fund, with $250,000 allocated for education reimbursements and $120,000 for recruitment bonuses
