Prohibits New Jersey colleges and proprietary institutions from withholding transcripts due to outstanding non-mandatory charges of $2,000 or less for students who did not use federal Title IV aid or state financial aid programs

Allows institutions to require students owing tuition, room and board, mandatory fees, or over $2,000 in non-mandatory charges to enter a good faith repayment plan and make one payment before releasing transcripts

Requires institutions to provide official transcripts for payment periods where charges were covered by federal or state student aid programs, provided those charges were paid or included in a payment agreement

Prohibits institutions from withholding transcripts due to debts resulting from the institution's own errors in administering federal student aid or from institutional fraud or misconduct

Makes violations an unlawful practice under the Consumer Fraud Act, and requires institutions to post their transcript release policies on their websites
