Electric public utilities must accept, process, and approve Level 3 interconnection applications for grid supply solar facilities and energy storage facilities with capacity of 20 megawatts or less, unless the application is incomplete or the interconnection poses safety/reliability risks

Utilities must provide initial feasibility studies within 90 days of receiving a complete interconnection application and cannot unreasonably delay processing

Utilities must extend interconnection facilities to grid supply solar and energy storage facilities using existing infrastructure (poles, rights of way) to the maximum extent practicable, with costs borne by the applicant unless the Board of Public Utilities modifies the cost allocation methodology

Grid supply solar facilities connected under this law must be compensated by utilities for electricity supplied on a real-time basis and remain eligible for state incentives including SRECs, SREC-IIs, TRECs, and other renewable energy certificates

The Board of Public Utilities must adopt implementing rules and regulations within 210 days of the law's effective date (approved January 30, 2025)
