Establishes the "Salute to Service and Sacrifice Memorial Commission" within the Department of Law and Public Safety to design and oversee construction of a memorial honoring law enforcement officers, firefighters, and EMS personnel who died in the line of duty.

Commission consists of 13 members appointed by the Governor, including the Attorney General (or designee), representatives from police, firefighter, and EMS organizations, two members with memorial design/construction experience, and three family members of fallen first responders.

Memorial must include three walls representing law enforcement, firefighting, and emergency medical services, with each wall listing names of fallen personnel and space for future additions.

Creates a non-lapsing "Salute to Service and Sacrifice Memorial Commission Fund" in the Department of Treasury to receive public donations and appropriations for design, construction, and maintenance.

Commission must submit final report with selected design and location within 18 months; commission expires six months after memorial construction is completed.
