Establishes a 9-member School District Shared Services Task Force to study how school districts utilize shared services and recommend improvements for efficiency and delivery

Task force membership includes the Commissioners of Education and Community Affairs (ex officio), four legislative appointees, and three gubernatorial appointees representing the NJ League of Municipalities, NJ Association of Counties, and NJ School Boards Association

Requires the task force to examine current shared service arrangements between school districts, municipalities, and counties, as well as implementation challenges and funding needs

Must issue a final report to the Governor and Legislature within one year of organizing, containing findings and recommendations for improving shared services efficiency

Task force will also study the relationship between improved shared services and potential school district consolidation
