Establishes a four-year "Wine and Grape Education Grant Program" administered by the Secretary of Higher Education to fund degree-granting or certificate programs in wine and grape science, including grape growing, wine making, and business operations

Awards grants of up to $500,000 each to three four-year public institutions of higher education, with one institution selected from each of New Jersey's southern, central, and northern regions

Appropriates $1.5 million from the General Fund to implement the program

Permits students under age 21 to enroll in wine and grape science programs, but prohibits them from participating in coursework or events involving consumption of alcoholic beverages

Requires the Secretary of Higher Education to submit a report to the Governor and Legislature no later than six months before the program concludes, including implementation details, student participation numbers, and recommendations for continuation or expansion
