Creates the Large Animal Veterinarian Loan Redemption Program within the Higher Education Student Assistance Authority to address veterinarian shortages in underserved areas

Provides redemption of 20% of eligible student loan principal and interest for each year of service as a large animal veterinarian in a State-designated underserved area, up to 100% after five full years

Requires participants to be New Jersey residents, graduates of an approved veterinary school, have completed a professional residency program with a director's recommendation, and agree to practice in an underserved area

The Secretary of Agriculture designates geographic areas as underserved based on large animal veterinarian shortages, and the Authority's executive director matches participants to these areas

Service obligations may be nullified in cases of death, total permanent disability, or extreme hardship, with partial loan redemption available if termination occurs after the second year of service
