Establishes the New Jersey School Counts County College Scholarship Program providing up to $2,000 per year (maximum $4,000 over two years) for eligible high school graduates to attend county college full-time

Students must apply at the start of freshman year of high school and earn a School Counts certificate by achieving 95% or greater attendance and punctuality, maintaining a C average or above, completing more credits than required for graduation, and successfully completing Algebra I

Scholarships cover tuition, books, fees, and related expenses, with students required to enroll for at least 24 credit hours per year and begin county college within six months of high school graduation

Program financing combines State appropriations, county college funds, and private contributions, with State matching funds available up to $500,000 per participating county college when colleges raise equivalent private donations

Implementation begins with four county colleges in the 2024-2025 academic year (at least one from north, central, and southern regions), expanding by three colleges annually until all county colleges participate
