Establishes a 7-member New Jersey Artificial Intelligence Advisory Council within the Office of Information Technology, consisting of the Chief Technology Officer, 2 Assembly members, 2 Senate members, and 2 public members with AI expertise appointed by the Governor

Council must assess whether a State code of ethics for AI is needed and develop one if so, including algorithmic discrimination protections and data privacy requirements

Tasks the council with identifying advantages and disadvantages of State agencies procuring, developing, and implementing AI, and recommending guidelines for safe and ethical AI use

Requires the council to develop strategies for delivering AI and emerging technologies, and to review automated decision systems used by State agencies for ethical concerns

Council must submit a final report with findings and recommendations to the Governor and Legislature within one year of its first meeting, after which the council expires
