Eliminates the $15 fee for specialty license plates issued to compensated, partially compensated, or volunteer members of fire departments, first aid squads, or rescue squads in New Jersey

Requires annual renewal of the specialty plates with proof that the holder remains a bona fide member of a fire department or first aid/rescue squad

Mandates that individuals who resign, are removed, or otherwise terminate their association with their fire department or squad must return the special plate within 15 days

Updates statutory language to replace references to "director" with "Chief Administrator of the New Jersey Motor Vehicle Commission" and "division" with "commission"
