Requires delivery persons to obtain a signature from a resident at least 21 years of age before completing delivery of tobacco products or electronic smoking devices to any residence

Mandates that packages containing tobacco products or electronic smoking devices must clearly indicate their contents on the outside of the package

Increases civil penalties for violations: first offense raised from $250 to $500, second offense from $500 to $1,000, and third offense from $1,000 to $2,000

Exempts U.S. Postal Service employees performing their assigned duties from the delivery signature requirements, consistent with federal law

Establishes that presenting false identification (driver's license, non-driver ID, or photo ID from county clerk) constitutes a defense for sellers/delivery persons who relied on that ID in good faith
