Requires owners, producers, distributors, or manufacturers of solar or photovoltaic energy generation facilities to remove and recycle or refurbish the facilities and related equipment after termination of use

Recycling requirements take effect 180 days after the Department of Environmental Protection publishes a finding that solar panel recycling facilities are widely accessible and available within New Jersey

Authorizes the DEP to adopt rules establishing minimum recycling requirements, fee schedules, and may require recyclers to securely store toxic components until safe recycling methods are approved

Directs the DEP to evaluate availability of solar recycling facilities and consider establishing a product stewardship program, with input from public stakeholders and review of other states' programs

Violations are treated as violations of the Solid Waste Management Act, subjecting violators to penalties and enforcement actions under that law
