Creates a new EMS Part within the Public Employees' Retirement System (PERS) providing enhanced pension benefits for emergency medical services employees, with terms identical to those provided to prosecutors

Covers positions including emergency medical technicians, paramedics, flight paramedics, mobile intensive care nurses, EMS supervisors, chiefs, hazardous materials responder technicians, coordinators, dispatchers, and instructors who are certified or licensed by the Department of Health

Sets member contribution rate at 10 percent of salary and allows retirement at age 55, with mandatory retirement at age 70

Provides retirement benefits of 50 percent of final compensation for members with 20 or more years of service, or 65 percent of final compensation plus additional amounts for those with 25 or more years who elect "special retirement"

Makes the State liable for any increased pension costs to counties or municipalities resulting from the enhanced benefits, with unfunded accrued liability amortized over 30 years
