Requires municipalities and fire districts with paid or part-paid fire departments to deploy firefighting personnel consistently with NFPA 1710 (2020 edition) national standards for rescue, fire suppression, and related activities

Directs the Commissioner of Community Affairs, in consultation with the fire safety commission, to promulgate rules establishing a technical implementation guide for career fire departments to organize and deploy personnel under NFPA 1710 standards

Defines "career fire department" as one employing career or part-paid firefighting personnel available to respond to at least 50 percent of an initial full-alarm assignment

Prevents local governments from relaxing firefighter safety requirements due to fiscal constraints or political concerns by mandating compliance with national deployment standards
