Expands New Jersey's child care assistance program eligibility to include full-time graduate students and full-time post-graduate students who meet income, asset, and residency requirements

Eligibility expansion is subject to availability of funds appropriated in the annual appropriation act

Requires the Division of Family Development in the Department of Human Services to implement the expanded eligibility criteria

Directs the Department of Human Services to apply for federal waivers or State plan amendments needed to secure federal funding through the Child Care and Development Block Grant

Graduate and post-graduate students must be accepted to and enrolled in good standing at a public or private institution of higher education to qualify
