Establishes a process for New Jersey to select commissioners to represent the state at an Article V constitutional convention, requiring appointment by majority vote in a joint session of the legislature with an odd number of delegates

Sets eligibility requirements for commissioners including U.S. citizenship for at least 5 years, state residency for at least 3 of the last 5 years, minimum age of 25, no federal employment or lobbying within specified timeframes, and no felony convictions involving moral turpitude

Creates a three-member advisory committee from the legislature to oversee commissioners, provide guidance on whether actions would exceed their authority, and recall or suspend commissioners who violate their instructions

Prohibits commissioners from voting to change the one-state-one-vote rule or supporting amendments that would alter constitutional guarantees of individual liberty including the Bill of Rights and amendments 13-15, 19, 23-24, and 26

Makes it a third-degree crime for commissioners to exceed their authorized scope of authority, and for any person to bribe, threaten, intimidate, or obstruct commissioners in the performance of their duties
