Establishes a 23-member Special Education Transportation Task Force to study and recommend best practices for transporting students who receive special education and related services

Task force members include the Commissioner of Education, Special Education Ombudsman, representatives from education associations, disability rights organizations, medical professionals, child study team members, bus aides, and parents of special education students

Task force must address policies and training for preventing and responding to medical and behavioral emergencies on school buses, certification requirements for bus drivers and aides, and transportation as part of the IEP process

Department of Education will provide administrative and professional staff support to the task force

Task force must issue a report with recommendations to the Governor and Legislature within 12 months of organizing, after which the task force expires
