Renames the Blue Star Memorial Highway Council as the "Blue and Gold Star Memorial Highway Council" and renames the Blue Star Memorial Highway system as the "Blue and Gold Star Memorial Highway system" to honor Gold Star families (immediate relatives of U.S. Armed Forces members killed in combat or military activities)

Requires the Department of Transportation to update all signage throughout New Jersey within 90 days of the bill's effective date to reflect the new highway system name

Maintains the existing seven-member council structure, with members appointed by the Governor from the Department of Transportation, Department of Environmental Protection, Department of Military and Veterans' Affairs, and four members recommended by the Garden Club of New Jersey

Continues the council's role in advising the Department of Transportation on landscaping, arboreal ornamentation, and incidental facilities along the memorial highway system as living tributes to service members
