On-demand micro transit programs in New Jersey must be operated by employees of NJ Transit, county transit agencies, or other entities, with software services allowed to be outsourced to third parties

Drivers must hold valid commercial driver licenses and receive wages, benefits, and working conditions equal to other drivers employed by the transit entity

Programs must create additional transit service to transit deserts rather than replacing existing services, and must be accessible to persons with disabilities and those without smartphone, internet, or credit card access

A three-member Micro Transit Oversight Committee will review and certify that each micro transit plan meets all requirements before service can begin, with members appointed by the Governor, Speaker of the Assembly, and Senate President

Entities using public funding must report monthly data to NJ Transit on cost per ride, passengers per trip, wait times, and deadhead miles, which must be published quarterly on NJ Transit's website
