Mandates health insurance carriers, State and School Employees' Health Benefits programs, and Medicaid provide coverage for family planning and reproductive health care services including abortion, emergency services, family planning counseling, genetic testing, inpatient hospital care for pregnancy-related services, and well-baby care

Prohibits cost-sharing requirements (deductibles, copayments, coinsurance) for covered family planning and reproductive health care services, with an exception allowing cost-sharing for family planning lab tests and inpatient services from out-of-network providers

Bars insurers from imposing restrictions, delays, or prior authorization requirements for these reproductive health care services

Prohibits medical malpractice insurers from taking adverse actions (rate increases, coverage denial, sanctions) against providers who perform legally protected reproductive or gender-affirming health care services, even when treating patients from states where such services are illegal

Authorizes advanced practice clinicians (nurse practitioners, physician assistants, certified midwives) to perform aspiration abortions and provide medication abortions within their scope of practice
