Off-track wagering licenses issued by the New Jersey Racing Commission will now automatically renew upon filing of renewal forms and payment of fees, rather than requiring a full reapplication process, provided the licensee meets qualifications set by the commission

Eliminates the complex bidding process and progress benchmark requirements previously required for off-track wagering facility establishment, removing provisions that required permit holders to post $1 million deposits, bonds, or letters of credit

Removes provisions that allowed the commission to refuse to renew licenses, limiting the commission's authority to revoking or suspending licenses only

Deletes the definition of "applicant" from the Off-Track and Account Wagering Act and removes language related to entities other than the New Jersey Sports and Exposition Authority (or its assignee) obtaining off-track wagering licenses

Preserves the ability of horsemen's organizations to enter into or enforce participation agreements or partnership agreements with horse racing permit holders for operation of off-track wagering facilities
