Establishes the New Jersey Out-of-School Time Advisory Commission with 23 members, including the Commissioners of Education, Human Services, and Children and Families, the Secretary of Higher Education, and 19 public members appointed by the Governor representing various education and youth organizations

Commission must assess the state of out-of-school time programs by reviewing policies of all State agencies funding before-school, after-school, or summer programs, and examining existing research and best practices

Duties include recommending models for program design, implementation, and assessment; examining funding sources and amounts; and making recommendations to improve accountability, quality, and access across urban, suburban, and rural school districts

Department of Education will provide staff support or select a public institution of higher education to provide support services at no cost to the State within 90 days of the act's effective date

Commission must issue an interim report within one year and a final report within two years of its organizational meeting, after which it expires 30 days later
