Upgrades cyber-harassment from a fourth degree to a third degree crime when committed against public servants (elected officials, government employees, judicial officers, jurors, advisors, or consultants) or their family members

Expands existing inference provision that allowed courts to presume intent to harass judicial officers to now cover all public servants when there is a nexus to their public duties

Establishes an Office of Cyber-Harassment Support within the Division of Violence Intervention and Victim Assistance in the Department of Law and Public Safety to promote education, victim assistance, and prevention initiatives

Requires the new office to create accessible reporting systems for victims, collaborate with social media platforms on content removal policies, and coordinate cyber ethics education in schools with the Department of Education

Appropriates unspecified General Fund dollars to the Department of Law and Public Safety for implementation, with amounts to be certified by the Attorney General
