Mandates the New Jersey Turnpike Authority (NJTA) and South Jersey Transportation Authority (SJTA) to send written notice of toll violations within 60 days, rather than the current optional "advisory and payment request"

Written notices must include the nature, date, time, and location of the violation, plus a process for vehicle owners to remedy the violation within 30 days to avoid administrative fees

Prohibits toll authorities from issuing or collecting any administrative fees unless the required written notice has been sent and the 30-day remedy period has expired

Vehicle lessors remain exempt from liability if they timely provide rental agreement documentation identifying the lessee at the time of violation

Takes effect on the first day of the third month following enactment, with NJTA and SJTA permitted to take preparatory administrative actions beforehand
