Prohibits New Jersey public entities—including state agencies, municipalities, counties, authorities, and commissions—from using foreign-made small unmanned aircraft systems (drones) for any purpose

Defines "foreign-made" as any drone where component parts manufactured outside the United States exceed 25% of the total cost of all components

Applies to unmanned aircraft weighing less than 55 pounds, operated without direct human intervention from within the aircraft, that can be expendable or recoverable

Takes effect on the first day of the sixth month following enactment, with state agencies permitted to take anticipatory administrative action beforehand
