Renames the Chief Diversity Officer position to Chief Equity Officer and moves it from the Division of Purchase and Property to report directly to the State Treasurer within the Department of the Treasury

Expands the officer's duties to monitor and publicly report on State contracts awarded to "small and diverse business enterprises," including minority-owned, women-owned, economically disadvantaged, socially disadvantaged, and disabled veterans' businesses

Establishes the New Jersey Office of Supplier Diversity and Business Opportunities under the Chief Equity Officer's supervision to review procurement policies, manage business certifications, and provide training to State agencies

Requires all State agencies to report their delegated purchasing authority solicitations and awards to the new office

Mandates each State agency submit an annual compliance plan at least 180 days before the end of each fiscal year detailing how they will meet certification program requirements for small and diverse business enterprises
