Requires the Attorney General, in consultation with State Police and emergency management officials, to establish a training program for local police departments on crowd management and crowd control techniques for large-scale gatherings (500+ attendees) and flash mobs (50+ people organized via social media without advance notice)

Training must cover general and juvenile-specific crowd management techniques, strategies for responding to social media activity, coordination with county and neighboring law enforcement agencies, and safety best practices

Establishes protocols for municipal police to request state resources including social media monitoring tools, intelligence resources from State Police, and mobile command units during large gatherings or flash mobs

Allows municipal police departments to request personnel support from county, neighboring municipal, and State Police agencies under mutual aid agreements when their own resources are insufficient

Creates an expedited process for municipal police to request immediate support during exigent situations involving flash mobs
