Grants the Superintendent of State Police authority to change ranks and grades of troopers, detectives, first-line supervisors, mid-level managers, and executive-level personnel without Attorney General approval

Requires Attorney General approval only for changes to command staff positions holding the rank of major and lieutenant colonel

Removes the previous requirement that all rank, grade, and personnel changes be approved by the head of the Department of Law and Public Safety

Maintains the requirement that all personnel changes must be made within the Division of State Police's budgeted appropriations

Amends P.L.1950, c.154 (C.53:1-5.2) to restructure how personnel decisions are made within the Division of State Police
