Expands the Mobility and Transportation Innovation Program from a pilot limited to Mercer County to a statewide program available to all local government units and transit agencies

Appropriates $20 million from the General Fund to the Department of Transportation to support the program

Adds eligibility requirements for grant recipients, including accessibility for users without smartphones or credit cards, wheelchair-accessible vehicles, and accessible mobile applications

Establishes seven criteria for the commissioner to evaluate grant applications, including improving transit performance, removing mobility barriers for disabled travelers, serving disadvantaged communities, and reducing greenhouse gas emissions

Requires the Department of Transportation to submit annual reports to the Governor and Legislature on program operations, grant awards, and performance assessments
