Directs the Commission on Human Trafficking to identify increased risks of human trafficking related to the 2026 FIFA World Cup in New Jersey and recommend preventive actions

Requires the commission to submit a report to the Governor and Legislature within 180 days of enactment, including recommendations on public awareness campaigns, hotline capacity, law enforcement guidelines, and potential changes to state human trafficking laws

Establishes the Human Trafficking Survivor Leader Advisory Council within the Division of Violence Intervention and Victim Assistance, consisting of 7-11 trafficking survivors appointed by the Attorney General to advise on anti-trafficking policies

Mandates development of public awareness signage about trafficking risks during the World Cup, including the national hotline number, to be displayed at establishments already required to post human trafficking notices

Appropriates $1 million from the General Fund to the Department of Law and Public Safety to implement the act's requirements
