Expands New Jersey's existing radio transmission law to criminalize interfering with any radio communications of stations licensed by federal law or operated by the U.S. government

Prohibits the use of scanning receivers capable of receiving domestic cellular radio telecommunications frequencies, being easily altered to receive such frequencies, or equipped with decoders converting digital cellular transmissions to analog voice audio

Makes violations a fourth-degree crime under state law, complementing existing federal prohibitions on signal jammers

Signal jammers covered include devices that block cell phone calls, texts, emails, Wi-Fi connections, GPS signals, and emergency responder location services
