Requires boards to create investigation procedures for alleged employee violations and establish disciplinary scales, including potential termination for criminal convictions

Directs the Commissioner of Education and State Librarian to develop guidance including examples of prohibited obscene material, referral criteria for law enforcement, and recommended disciplinary actions

Authorizes the Commissioner to enforce compliance and impose sanctions on non-compliant districts, including withholding state funding
