NJ Transit must establish the "NJpass Program" within one year to provide discounted fares to approved classes of eligible organizations, including training providers, apprenticeship programs, higher education institutions, employers, and social service providers

Eligible organizations can apply to participate in NJpass and negotiate contracts with NJ Transit for discounted group rates, with initial contracts limited to 12 months and renewals up to two years

NJ Transit must create the "GO NJ Transit Card Program" within one year, offering reloadable transit cards requiring a minimum $10 balance that can be used for any NJ Transit bus or rail service, with funds that never expire

The transit card program must implement fare capping to ensure riders pay the lowest fare for their travel period without upfront costs, plus provide additional discounts beyond existing reduced fares for seniors and persons with disabilities

NJ Transit must publish program information online and submit annual reports to the Governor and Legislature on program effectiveness, beginning two years after implementation
