Establishes the Career and Technical Education Dual Enrollment Grant Program, administered by the Secretary of Higher Education, to provide grants to public colleges and universities for offering college-level career and technical education courses to high school students

Public institutions must submit applications detailing their plans for dual enrollment expansion, existing programs, capacity to offer coursework, and expected student participation numbers

Grants will be awarded through a competitive process, with preference given to programs designed to continue operating after grant funding ends

Appropriates $5 million from the General Fund to the Office of the Secretary of Higher Education to fund the program

Requires the Secretary to submit annual reports to the Governor and Legislature on grant applicants, award amounts, student participation, workforce impact, and recommendations for program continuation or expansion
