Requires the New Jersey Department of Transportation to begin a year-long study within 30 days on the zipper merge method's effectiveness in reducing congestion at construction zones where lanes are closed

Defines "zipper merge method" as vehicles using both lanes until reaching the merge point, then alternating yielding right-of-way into the single lane

Study must review existing research from other states, evaluate feasibility and benefits, analyze traffic safety impacts, and identify necessary signage or infrastructure modifications

If study findings support implementation, DOT must develop a plan to implement zipper merge on State roadways during construction projects

DOT must submit a report with findings and implementation plan (if applicable) to the Governor and Legislature within six months after completing the study
