Mandates all health insurers in New Jersey, including hospital service corporations, medical service corporations, HMOs, individual and group health plans, State Health Benefits Program, and School Employees' Health Benefits Program, to cover stuttering treatment

Requires coverage for both habilitative speech therapy (helping learn or improve daily living skills) and rehabilitative speech therapy (restoring lost or impaired skills) when deemed medically necessary by a doctor

Prohibits insurers from imposing deductibles, copayments, coinsurance, annual benefit limits, or any other cost-sharing requirements for covered stuttering treatments

Eliminates prior authorization and utilization management requirements, and requires coverage for services delivered in-person or via telemedicine/telehealth

Extends identical coverage requirements to the State Medicaid program and takes effect 90 days after enactment
