Authorizes the Department of Health to directly purchase medical countermeasures, supplies, and therapeutics through federal programs without following standard state procurement laws

Purchases must be made under contracts approved by the responsible federal department or agency and deemed necessary by the Commissioner of Health to advance or protect public health and safety

Allows the Commissioner of Health to adopt emergency regulations immediately upon filing with the Office of Administrative Law, bypassing normal administrative procedures

Emergency regulations remain effective for up to 18 months, after which they must be formally adopted through standard rulemaking procedures
