Authorizes the Commissioner of Health to designate a nonprofit 501(c)(3) organization as New Jersey's official Public Health Institute to coordinate public health efforts across state, county, and local agencies

Requires the designated institute to be recognized by the National Network of Public Health Institutes and maintain expertise in health data analysis, policy, information systems, and public health research

Establishes the institute's core functions: coordinating health agencies and Regional Health Hubs, providing operational support to health organizations, developing programs to address racial health disparities, and supporting workforce development and research initiatives

Creates a special non-lapsing Public Health Institute Fund within the Department of Health to receive appropriations, donations, and grants to support the institute's establishment and programs

Mandates the institute submit operational plans, startup plans for the first three years, periodic progress reports, and data to the Department of Health, with the Commissioner retaining authority to rescind designation if requirements are not met
