Establishes the 15-member New Jersey Board of Paramedicine to regulate mobile intensive care paramedics, emergency medical technicians, mobile intensive care nurses, flight paramedics, and flight nurses, transferring oversight from the Department of Health

Requires board members to include five licensed mobile intensive care paramedics, three licensed EMTs, one EMS physician, one trauma surgeon, one pediatric emergency physician, one emergency nurses representative, and three public members appointed by the Governor

Authorizes the board to set licensure standards, accredit training schools, maintain a registry of licensed professionals, conduct investigations, and establish an Alternative to Discipline Program for licensees with chemical dependency or impairment issues

Creates the "Board of Paramedicine Fund" funded by a $1 surcharge on motor vehicle violation fines to support board operations, training, research, and defraying licensure application costs

Establishes an Emergency Medical Services for Children Advisory Council with at least 15 members to advise the board on emergency medical services for minors
