Requires the Department of Transportation, New Jersey Turnpike Authority, and South Jersey Transportation Authority to each conduct and complete studies within one year identifying bridges or overpasses under their jurisdiction that pose significant suicide threats

Studies must evaluate bridges based on height, location, potential transportation hazards, and history of suicides, as well as assess the structural feasibility of adding barriers

Mandates construction of suicide prevention barriers on all state bridges and overpasses determined to pose significant suicide threats where structurally feasible

Requires installation of secondary prevention methods where barriers are infeasible, including surveillance systems, emergency phones connected to crisis hotlines, increased patrols, and informational signs directing individuals to support services

Excludes local and county bridges and overpasses from the requirements
