Defines "open recall" as safety-related recalls requiring manufacturer-authorized dealer repairs, excluding recalls for labeling/manual issues or those resolved through vehicle repurchase or financial compensation

Requires motor vehicle manufacturers doing business in New Jersey to assist the MVC in applying for federal grants and other funding to cover implementation costs

Authorizes the MVC Chief Administrator to charge fees to motor vehicle manufacturers if funding sources are insufficient, with fees capped at actual implementation costs and documentation published annually on the MVC website

Takes effect on the first day of the seventh month after enactment, with implementation delayed until sufficient funding is secured
