Prohibits foreign governments subject to U.S. sanctions and certain foreign persons from acquiring any legal or beneficial interest in land located within 10 miles of military facilities in New Jersey

Foreign governments and persons currently owning protected land must sell or convey their interest within five years of the law's effective date to non-prohibited buyers

Allows foreign owners to acquire protected land through debt collection, foreclosure, or lien enforcement, but requires sale within two years to an eligible buyer

Exempts land acquired by devise, descent, or bona fide security encumbrances from the ownership restrictions

Provisions that conflict with existing U.S. treaties will not apply to governments or persons from countries party to such treaties
